Plan Implementation

Stream Restoration, Wetland Creation, and Stormwater Best Management Practice implementation shall be initiated under the guise of a broader implementation planning strategy. Each completed Integrated Watershed Management Plan (IWMP) result in a series of recommendations for implementation over a 20-year planning horizon. Within the City of Philadelphia portion of each watershed, the Philadelphia Water Department will commit to 5-year implementation plans in order to allow for adaptive management over the long-term planning horizon.

PWD has developed an Ecosystem Restoration Unit to assist in driving the implementation of watershed management planning efforts is to improve conditions for fish reproduction and population stability, benthic organism abundance and diversity, and the pollutant reduction functions of riparian and wetland plants. This unit is charged with planning, prioritizing and implementing ecological restoration projects related to Philadelphia’s streams and rivers. The ERU Unit is a support group charged to carry out projects under the CSO, Stormwater, and Source Water Protection programs to help meet permit requirements as well as to implement commitments made in each implementation plan completed in the Integrated Watershed Management Process.

For the portion of the watershed outside the City of Philadelphia, the planning process results in a set of Implementation Guidelines that serve as a “menu” of recommendations for implementation. The Implementation Guidelines are intended to present a long-range vision for implementation and to be used as a reference by parties seeking to implement portions of the plan on a piece by piece basis. The guidelines provide information on location and degree to which implementation needs to be accomplished in order to meet targets set during the planning process.
